To become an owner builder you must submit a fee, proof of identification and either a Residential Owner-Builder Statutory Declaration or an Industrial Owner-Builder Statutory Declaration to the Builders' Registration Board before the local government can issue you a building licence. Wind regions are pre defined for all of Australia by Australian Standard 1170.
Region A - Most of Australia is designated Region A which indicates a Regional Basic Wind Velocity of 41msec
Region B buildings (49msec).
Region C (57msec) Cyclonic is primarily in Northern Australia and within 100km of the coast.
Region D (69msec) Cyclonic is restricted to the Mid West and Pilbara regions of Western Australia
